According to Xu Jingtao, marketing director of Datang Mobile, China Mobile has built about 14000 TD base stations in eight cities across China; China Telecom has built 240 in Baoding; and China Netcom has set up 413 in Qingdao. This has made the total TD base station number in China reach 14772, covering ten Chinese cities of Beijing, Tianjin, Shenyang, Qinhuangdao, Shanghai, Guangzhou, Shenzhen, Xiamen, Qingdao and Baoding.

Xue also said that China’s TD technology had proceeded from R5 to R7 and MBMS mobile phone television service is being experimented with by China’s Ministry of Information Industry ¡ª China Mobile is expected to soon put it into commercial operation. MBMS refers to Multimedia Broadcast Multicast Service, which can be used via GSM and UMTS cellular networks and utilizes multicast distribution in the core network instead of point-to-point links for the receiving devices.

In the circular called the Notice on Strengthening on the Management of DAB, SARFT says that DAB tests have only been approved to be carried out in a few cities like Beijing and Shanghai, but some places in the country still ignore SARFT’s regulations by broadcasting digital audio programs.

The circular says that audits will be conducted on the testing sites to ensure the healthy and orderly development of the industry, and SARFT’s affiliates at various provincial levels must fulfill their responsibilities in stopping unapproved DAB tests and to submit a report to SARFT before April 30. After that, SARFT will conduct a special check by itself throughout the country and punish those that violate the relevant rules. In addition, the circular says that without SARFT’s approval, no parties shall occupy frequencies to carry out DAB testing.

DAB is a method for the digital transmission of radio signals for mobile reception, developed by the EUREKA project 147. DAB gives higher spectral efficiency, measured in programs per MHz and per transmitter site, than analogue communications.

The financing of Tudou.com is regarded as a milestone of China’s online video industry. The joining of the big consortia like Rockefeller is believed to bring the competition within the industry to a higher level.

However it is still unclear if online video can make money in China. Because broadcasting rights and media in China are highly regulated, some analysts predict that eventually China’s state-run media will launch its own full-blown Internet video service and crush privately-owned firms. In addition, with total Internet advertising a small fraction of the total advertising in China, Internet video has lots of competition as it seeks ads. Long term, these investors might be hoping to make money off a bubble buzz rather than sustainable long term revenue, let alone profits.

China Student Design Community is the latest program that Autodesk has offered in support of China’s digital design innovation and engineering education. Previously, the company has made investments in China’s education field, including the establishment of joint labs in five Chinese universities of Tsinghua University, Tongji University, Harbin Institute of Technology, South China University of Technology and Shanghai Jiaotong University. The company has also sponsored China’s Development and Design program through which it has reached partnership with Beijing Software and Information Service Promotion Center, providing software and development tools to Chinese designers.

‘Autodesk has a clear strategy in pushing forward China’s design and engineering education, and we are committed to making advanced digital design technology more accessible to students and educational professionals and assist them through cross-disciplinary education,’ says Ken Bado, senior vice president of Autodesk Asia Pacific in a press statement from local media, ‘We’ll help China create a large group of new designers with international competitiveness through coordination with China’s Ministry of Education and this is good for increasing China’s competitiveness in meeting the ever-increasing global challenge.’

China Student Design Community and the above mentioned joint labs will continue to carry out work under the guidance of China’s Ministry of Education.

At present, Autodesk has R&D center in China and offices in Beijing, Chengdu, Guangzhou, Shanghai, Wuhan and Hong Kong with a total of more than 1500 development staff.

According to the new policy, China Telecom will integrate its internal resources and allocate personnel to set up a new institution called ‘Internet and Value-added Service Operation Center’, which shall be merged with Chinatelecom Information Development Co., Ltd, an affiliate of China Telecom that is responsible for the company’s value-added services and to run national Internet services.

China Telecom says that the adjustment is made to promote the development of its Internet, value-added services and mobile services. And it emphasized that the new affiliate will be budgeted and operated independently.

A representative from China Mobile (Shanghai) said that China Mobile would construct 3000 TD-SCDMA base stations in Shanghai this year as a part of its effort to realize full wireless broadband coverage of the city.

China Mobile (Shanghai) said it would bring WLAN wireless coverage to a convenient number of 666 Olympics-related venues before August this year and would realize full coverage of broadband for the World Expo in Shanghai by 2010. It will launch wireless community services on a trial basis and improve its mobile political affairs service. The political affairs service keeps Chinese citizens in touch with their local communities via SMS and local government websites.

There are currently about 6000 2G base stations in Shanghai.
